Requires all early ballot drop boxes in Arizona to be located inside county buildings, or outside only if secured to a building or footing.

Mandates drop boxes be usable only Monday through Friday from 8:00 a.m. to 5:00 p.m., with outside boxes physically locked outside these hours.

Requires each drop box to include a functioning camera or video recorder that photographs or video records persons depositing early ballots, with motion activation permitted.

Adds fines of $1,000 per ballot for marking ballots to fix elections and $100 per ballot for unlawfully collecting ballots from voters or delivering ballots to drop boxes.

Clarifies that the legislation is not intended to authorize drop boxes, which existing law already prohibits.
