Amends Arizona Revised Statutes section 15-1911 to revise the Interstate Compact on Educational Opportunity for Military Children.

Changes references from "10 United States Code sections" to "10 United States Code chapters 1209 and 1211" regarding active duty definitions for National Guard and reserve members.

Establishes comprehensive framework for educational support of military children including timely enrollment, transfer of records, course placement, special education services, and on-time graduation provisions across member states.

Creates Interstate Commission on Educational Opportunity for Military Children with powers to promulgate rules, enforce compliance, resolve disputes, and collect standardized data on military children's educational transitions.

Requires member states to establish state councils with representation from state superintendent of education, school district superintendents, military installations, and government branches to coordinate compact implementation and appoint military family education liaisons.
