Removes requirement that applicants for driver licenses, instruction permits, and nonoperating identification licenses prove their presence in the United States is authorized under federal law.

Deletes provisions prohibiting the Department of Motor Vehicles from accepting out-of-state driver licenses as primary identification from states that do not require lawful U.S. presence.

Eliminates authority for the department to deny licenses to deported persons or to reinstate licensing privileges if legal presence status is restored.

Establishes that possession of a driver license, instruction permit, or nonoperating identification license is not proof of citizenship.

Adds individual taxpayer identification number as an acceptable alternative to social security number on license applications.
