Amends Arizona Revised Statutes Section 16-442 regarding certification of voting equipment used in federal, state, and county elections.

Beginning January 1, 2028, the Secretary of State shall not certify vote recording and tabulating machines or devices unless 100% of all parts and components are sourced from the United States and 100% of manufacturing and assembly is performed in the United States.

Exempts voting machines and devices acquired before January 1, 2028 from the new U.S.-sourcing and manufacturing requirements.

Maintains existing provisions requiring voting equipment to comply with the Help America Vote Act of 2002 and be tested and approved by an accredited laboratory.
