Establishes a state broadband grant program administered by the Arizona Commerce Authority to promote broadband infrastructure development and access.

Requires the authority to prioritize applicants with robust training programs tied to industry standards, directly employed workforces, high-quality wages and benefits, and clean compliance records with state and federal labor laws over the past five years.

Mandates monthly reporting by program participants detailing workforce employment status, subcontractors, job titles, wages, benefits, training programs, safety certifications, and employing entities.

Requires the authority to conduct quarterly compliance reviews of all program participants and take enforcement action against applicants that fail to meet requirements or falsify information, including declaring them ineligible for future participation.

Applies all program requirements to public agencies that receive grants, including any further subgranting they conduct.
