Amends section 38-1113, Arizona Revised Statutes to clarify that constables and deputy constables may carry firearms while on or off duty if they meet specified requirements.

Constables must be certified under section 41-1822, subsection A, paragraph 3 or complete firearms training approved by the Arizona peace officer standards and training board.

Constables must maintain annual firearms proficiency, undergo a psychological examination (unless waived by the Arizona counties insurance pool or county), and possess either a valid permit under section 13-3112 or complete an approved background investigation.

Constables must forward certificates of completion, permits, and proficiency records to the constable ethics standards and training board within thirty days after completion.

The bill clarifies that counties are not liable unless the constable is performing official duties at the time of an incident.
