• Requires all motorized watercraft to be equipped with a functioning sound-producing device capable of producing sound audible for one-half nautical mile.

• Mandates operators of power-driven watercraft (less than 26 feet with 3+ horsepower engines) to use an engine cutoff switch link while operating at or above displacement speed, with exemptions for enclosed cabin helms, watercraft without cutoff switches, off-Federal Navigable waterways operations, and commercial vessels.

• Removes the requirement that personal watercraft operators attach a lanyard-type engine cutoff switch to their body or clothing, while retaining other personal watercraft safety requirements including personal flotation device use and spring-loaded throttle mechanisms.
