Expands reporting requirements for legislative proposals that would mandate health coverage or restrict cost sharing in health plans to include analysis of proposed cost sharing restrictions in addition to coverage mandates.

Requires assessment reports to evaluate the effectiveness of proposed treatments, services, or cost sharing restrictions according to specified social and financial impact factors.

Adds new financial impact factors to the analysis, including: impact on policyholders not using the mandated service, and analysis of whether Arizona must defray costs added to federal marketplace subsidies under 42 U.S.C. section 18031(d)(3)(B).

Requires the report to address the specific language of the proposed mandate or cost sharing restriction, with reports on similar proposals from other jurisdictions deemed insufficient.

Specifies that an actuary who is a member of the American Academy of Actuaries must prepare and certify the financial impact analysis using accepted actuarial techniques.
