Amends Arizona's empowerment scholarship account (ESA) program by removing the "universal" ESA provision that previously allowed any student to participate regardless of eligibility criteria.

Repeals section 15-2401 as amended by Laws 2022, chapter 388, section 1 (which expanded ESA eligibility) and repeals section 15-2401.01 entirely.

Restores ESA eligibility to specific categories of students: those with disabilities, students attending D or F-rated schools (with income limitations), military family children, foster youth, previous ESA recipients, siblings of ESA students, Indian reservation residents, and children of blind/deaf/hard of hearing parents.

Modifies online instruction hour requirements for kindergarten through high school students to be eligible under the ESA program.

Makes technical amendments to section 15-2402 regarding Arizona empowerment scholarship account administration and allowable uses of funds.
