Raises the legal age for purchasing tobacco products, alternative nicotine products, and vapor products from 18 to 21 years old throughout Arizona law.

Increases penalties for selling these products to underage persons to $1,000 for first offenses and $1,000-$2,500 for subsequent offenses.

Requires all retailers selling tobacco, alternative nicotine, or vapor products to register with the Department of Revenue, pay annual per-location fees, and comply with department rules beginning January 1, 2024.

Establishes new retail sales requirements including age verification for customers appearing under 30, prohibition of opened/broken packaging, and prominent signage warning of age restrictions and penalties.

Prohibits use and possession of these products on school grounds and related areas, and preempts local ordinances regulating tobacco product sales and marketing in favor of statewide regulation.
