Exempts pregnant inmates from medical and health services fees and eliminates fees for feminine hygiene products for all female inmates.

Prohibits the use of restraints on pregnant prisoners and detainees during pregnancy and for 30 days after delivery, except when medical staff requests them or extraordinary circumstances exist; prohibits leg restraints, waist restraints, or restraints hindering physician movement during labor and delivery.

Requires correctional institutions to provide pregnant prisoners with sufficient food and dietary supplements meeting prenatal nutrition guidelines, and prohibits compelling or coercing labor induction.

Establishes procedures for prisoners refusing non-life-threatening medical treatment, including documentation requirements and witness signatures on refusal forms.

Regulates strip searches and pat searches to be conducted by officers of the same gender as the prisoner, with exceptions for emergency situations that must be documented.
