Amends Arizona Revised Statutes section 15-341 to require school districts to define "bullying" in their anti-bullying policies to include conduct that adversely affects a student's ability to participate in school activities by placing them in fear of physical harm based on actual or perceived race, color, national origin, sex, disability status, sexual orientation, gender identity, gender expression, ethnicity, religion, distinguishing characteristics, or association with individuals in these categories.

Expands the definition to allow governing boards to identify additional bases for bullying beyond those specifically listed in the statute.

Maintains existing requirements for school districts to adopt comprehensive anti-bullying policies and procedures including reporting mechanisms, investigation procedures, disciplinary actions, and documentation protocols.
