Municipalities must provide minimum sanitation facilities at homeless encampments they establish, allow, or fail to disband: at least two toilets and two handwashing units, with additional units required for encampments exceeding 100 residents.

Municipalities must provide at least two shower units for encampments with 50+ residents and 24-hour on-site security for encampments exceeding 200 residents.

Municipalities must ensure adequate potable water, trash receptacles with regular removal services, and enforce all applicable health, safety, and sanitation laws within homeless encampments.

Counties have identical requirements for homeless encampments on county property or private property where regulations are violated, except the county provision does not apply within incorporated municipalities or on federal land.

A "homeless encampment" is defined as an area with 10 or more tents, tarps, or similar temporary structures within 50 feet of each other used as indefinite places of residence; private property owners must consent before services are placed on their property.
