Establishes a grant program within the Department of Health Services to provide family planning services to low-income individuals in Arizona.

Department shall establish rules defining eligibility and application requirements for grant applicants.

Grant funds may be used for education, counseling, and medical services related to reproductive health and family planning options to improve birth outcomes.

Appropriates $6,100,000 from the state general fund in fiscal year 2023-2024 for the family planning services grant program.

Designates the appropriation as ongoing funding for future years and exempts it from lapsing provisions under Arizona Revised Statutes section 35-190.
