Requires Arizona Empowerment Scholarship Account (ESA) students in grades 3-12 to annually take either a nationally standardized norm-referenced achievement test or the statewide assessment and report results to the Department of Education, with exemptions for students with disabilities.

Mandates the Department of Education provide assessment results for ESA students disaggregated by eligibility category and school type in annual reports to the legislature and public.

Establishes an audit team in the Auditor General's office to randomly select and monitor qualified schools accepting ESA funds to determine the percentage of ESA monies spent in the classroom, with schools required to post results on their websites.

Requires qualified schools accepting ESA payments to comply with reporting, follow-up, and hearing participation requirements for audits by the Auditor General.

Allows schools to charge ESA students fees for assessment costs incurred by the school district or charter school in providing required assessments.
