Amends Arizona Revised Statutes sections 28-851, 28-853, and 28-854 to expand railroad crossing safety requirements to include "on-track equipment" in addition to trains.

Requires drivers to stop at railroad crossings when clearly visible signals warn of the immediate approach of a railroad train or other on-track equipment, when crossing gates are lowered, or when on-track equipment approaches within approximately 1,500 feet and is an immediate hazard.

Allows vehicle operators to proceed through a railroad crossing after stopping if they suspect a false activation of crossing signals, provided they have clear visibility of at least one mile of tracks in all directions and there is no evidence of approaching trains or on-track equipment.

Requires operators of heavy equipment to notify a railroad station agent before crossing and to stop 15-50 feet from the nearest rail while listening and looking for approaching trains or on-track equipment before proceeding safely.

Maintains existing exceptions for normal farm equipment operations and crossings controlled by police officers or traffic control signals.
