Prohibits conveyance of land in Arizona to foreign entities, defined as foreign governments or state-controlled enterprises of foreign governments, effective upon passage.

Exempts the United States government and its states, territories, and possessions from the foreign entity prohibition.

Applies the foreign entity restriction to both private land sales (Arizona Revised Statutes § 33-459) and state land sales (Arizona Revised Statutes § 37-240).

Maintains existing restrictions on state land purchases, including limits of 640 acres for grazing land and 160 acres for agricultural land.

Requires corporations and associations purchasing or leasing state lands to be qualified to transact business in Arizona.
