Amends Arizona's health care cost containment system (AHCCCS) to expand dental coverage for adults age 21 and older by adding comprehensive and preventive dental care in addition to emergency dental care and extractions.

Removes the previous $1,000 annual limit on emergency dental care and extractions for adults, allowing these services to be provided without the spending cap.

Clarifies that hospital assessment fund monies cannot be used to pay for chiropractic services or diabetes outpatient self-management training services.

Maintains existing coverage for emergency dental care and extractions while adding comprehensive and preventive dental services as covered benefits under AHCCCS.
