• Enacts the Counseling Compact into Arizona law to allow licensed professional counselors to practice across member states through a single home state license.

• Establishes the Counseling Compact Commission composed of delegates from member states to oversee interstate practice, promulgate rules, and maintain a data system of licensure and disciplinary information.

• Requires member states to license professional counselors with master's degrees in counseling, passage of nationally recognized exams, supervised postgraduate experience, and background checks including FBI fingerprint verification.

• Allows counselors with valid unencumbered licenses in home states to obtain a "privilege to practice" in remote states; permits remote states to take adverse action against practitioners and removes privileges if home state license becomes encumbered.

• Supports active duty military spouses by allowing them to designate a home state license and maintain that designation during service member's active duty period.
