Amends Arizona Revised Statutes Section 15-113 to clarify parental rights regarding learning materials and activities in public educational institutions.

Changes the language from "prior to" to "before" enrollment regarding when charter schools must disclose books and materials to parents.

Changes "instructional" to "learning" materials when describing what parents must be informed they can review in relation to sex education instruction.

Maintains parental rights to review materials in advance, object to harmful content (sexual, violent, or profane), and withdraw students from activities or classes with alternative assignments.

Requires public educational institutions to obtain signed, written parental consent before using age-inappropriate video, audio, or electronic materials and before providing sex education instruction.
