Amends section 33-931 of the Arizona Revised Statutes regarding health care provider liens on damages recovered by injured persons.

Prohibits health care providers who are in-network with a patient's health insurance plan from asserting liens against third-party settlements or judgments, unless specific exceptions apply.

Exceptions to the prohibition include: services not covered by insurance, provider is not in-network, patient has no insurance, or patient and provider have a signed written agreement to forgo insurance coverage.

Allows health care providers to enforce liens for patient-responsible amounts including copayments, coinsurance, and deductibles regardless of insurance status.

Preserves existing lien limitations including the one-third exemption for injured persons and maintains hospital lien priority over other providers.
