Prohibits state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information, allow property access beyond federal requirements, or recognize labor organizations without secret ballot elections.

Removes previous restrictions on project labor agreements and apprenticeship program participation requirements from the public works contract statute.

Applies the same neutrality agreement prohibitions to energy facility projects reviewed by the Arizona Corporation Commission under environmental compatibility certificate procedures.

Preserves the right of private parties to enter into individual collective bargaining relationships and protects labor activity covered by the National Labor Relations Act.
