Requires school districts to spend at least 65 percent of their general budget limit on classroom-based instruction beginning July 1, 2024.

Caps administrative costs at no more than 5 percent of the school district's general budget limit.

Mandates that school districts fund classroom instruction and student support before funding administrative costs or noncertificated personnel.

Establishes legislative intent that districts use these spending requirements to reduce class sizes, increase teacher salaries, fund classroom supplies, and prioritize classroom-based instruction.
