Allows counties with populations between 230,000 and 400,000 persons to establish a pilot program for secure ballot deposit containers to receive voted early ballots.

Secure containers must unlock using a card or similar means issued by the county recorder and must securely retain ballots until authorized personnel collect them for verification and tabulation.

Appropriates $1,500,000 from the state general fund in fiscal year 2023-2024 to the secretary of state for disbursement to a participating county recorder.

The appropriated funds are exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing the funds to carry over if not fully expended in the fiscal year.
