Prohibits businesses from contracting or subcontracting to construct solar or wind energy projects that reduce a grazing lessee's operation size without providing compensation.

Requires businesses to compensate grazing lessees for loss of profits, loss in operation value, relocation costs, and costs to mitigate losses from the grazing operation reduction.

Defines "grazing lessee" as a lessee of state lands leased for grazing under Arizona Revised Statutes title 37, chapter 2, article 4 or a lessee of federal lands leased for grazing purposes.

Requires grazing lessees to provide credible evidence certifying the amount of expenses before receiving compensation from the business.
