Establishes the "Exploitation at the Border Fund" to be administered by the Department of Public Safety, consisting of legislative appropriations that are continuously available.

Distributes fund monies to sheriffs and local law enforcement agencies in border counties for prosecuting and detaining individuals charged with drug trafficking, human smuggling, illegal immigration, and other border-related crimes.

Funds sworn peace officers for disrupting criminal organizations, increasing interstate collaboration on border crime, improving intelligence, analyzing border crossings and crimes, and combating human smuggling and drug trafficking.

Appropriates $43,000,000 from the state general fund in fiscal year 2023-2024 to the exploitation at the border fund.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to remain available.
