Establishes the school active threat response pilot program within the department of education to provide school safety training and support to school districts and charter schools.

Requires the department of education to develop training for teachers and administrators covering recognition of early warning signs, emergency response to active threats including medical treatment and combat casualty care, and firearm safety training.

Authorizes school districts and charter schools to opt into the pilot program and receive training and medical response equipment or reimbursement for medical response equipment purchases.

Appropriates $10,000,000 from the state general fund to the department of education for fiscal year 2023-2024 to fund the pilot program.

Repeals the pilot program on December 31, 2027, with any remaining unencumbered or unexpended monies reverting to the state general fund.
