Defines "person" and "unborn child" to include living human unborn children at every stage of development from fertilization until birth throughout Arizona criminal and civil law.

Extends homicide and assault statutes (first degree murder, second degree murder, manslaughter, negligent homicide) to apply to unborn children, with same penalties as crimes against born persons.

Provides exemptions from prosecution for persons performing abortion with proper consent, performing medical treatment on pregnant women or unborn children, or if the defendant is the unborn child's mother.

Grants concurrent jurisdiction to the Arizona Attorney General and county attorneys to prosecute crimes involving unborn child victims.

Establishes immunity from criminal charges for medical care or treatment provided by licensed physicians to pregnant women that accidentally or unintentionally injures or kills an unborn child when reasonable alternatives were attempted.
