Expands early voting access for voters with visual impairments by allowing them to request and receive early ballots through the same methods available to absent uniformed services and overseas voters, including federal postcard applications and electronic transmission.

Allows voters with visual impairments to register and vote at any time before 7:00 p.m. on election day, matching provisions previously available only to persons temporarily absent from the state.

Permits voters with visual impairments to use federal write-in early ballots for presidential, Senate, and House elections if they apply by 7:00 p.m. on election day and do not receive their requested ballot.

Enables the transmission envelope for federal write-in early ballots completed by voters with visual impairments to serve as a voter registration form, allowing same-day registration and voting in federal elections.

Updates federal law references in Arizona election statutes from the Uniformed and Overseas Citizens Absentee Voting Act of 1986 to current United States Code citations (52 U.S.C. sections 20301-20311).
