Appropriates $10,000,000 from the state general fund in fiscal year 2023-2024 to the Department of Education for an insurance premium subsidy retention grant program.

Awards grants to school districts and charter schools to provide health and dental insurance premium subsidies for teachers and support staff earning not more than $75,000 annually.

Premium subsidies must range from at least 50% to no more than 90% of total annual insurance premiums, with a maximum of $6,000 per year, and must help retain employees or cover uninsured dependents.

Requires school districts and charter holders to report annually by October 1 to the Legislature on grant distributions, employee salaries, insurance premiums, and retention rates for affected staff.

Section expires December 31, 2027.
