Allows the Arizona Medical Board to waive application and licensure fees for first-time applicants for full medical licenses who are in good academic standing without probation and are currently participating in a graduate medical education program in Arizona.

Amends Section 32-1436 to establish and clarify the board's authority to set nonrefundable fees for various medical licenses and services, including application processing, license issuance, renewals, and duplicate licenses.

Updates Section 32-1451 to grant review committees (with at least three members including a public member) authority to grant and deny licenses and issue and lift board orders.

Makes grammatical and stylistic corrections throughout both sections, including replacing written dollar amounts with numerical figures and correcting punctuation.

Clarifies terminology by replacing "doctor's" with "doctor of medicine's" throughout the statute for consistency.
