Establishes the Arizona Promise for Dreamers program to provide financial assistance to eligible students pursuing baccalaureate degrees at Arizona universities.

Requires eligible students to qualify for in-state status, graduate from an Arizona high school with a minimum 2.5 GPA, meet institutional admission standards, complete FAFSA, and maintain full-time enrollment status.

Awards cover up to the actual cost of in-state tuition and fees, reduced by other federal aid and scholarships received, for a maximum of eight academic semesters.

Appropriates $40,000,000 from the state general fund in fiscal year 2023-2024 to establish the Arizona Promise for Dreamers program fund, with funding considered ongoing for future years.

Arizona Board of Regents administers the fund and centralized award distribution; annual spending on marketing, promotion, and administration limited to 3 percent of fund monies.
