Excludes the United States government and its states, territories, or possessions from the foreign entity definition.

Applies the foreign entity land ownership prohibition to state land sales administered by the Arizona State Land Department, consistent with existing restrictions on non-qualified corporations and acreage limits.

Makes technical and grammatical corrections to existing state land statute language, including updated pronoun usage and clarifying language regarding mineral rights and land usage restrictions.
