Requires the Department of Education to submit quarterly reports to the state board of education, governor, legislature leaders, and the secretary of state, with copies posted on the department's website.

Reports must include application statistics (number received, approved, denied with justifications) and processing timelines (applications completed within 30 days and administratively incomplete applications).

Reports must provide detailed data on qualified students including eligibility category, prior public school attendance, grade level, previous school district or charter school, types of educational services used, English language learner status, special education status, race and ethnicity, and household income.

Reports must include annual award amounts for each account, withdrawal and removal statistics with amounts to be returned to the state, approved expenses disaggregated by type, and accreditation percentages for qualified schools.

Defines "type of educational services" as either enrollment in a qualified school or instruction from an approved vendor or provider outside of a qualified school.
