Permits insurance coverage to be provided by the driver's personal policy (if expressly endorsed), the transportation network company's policy, or a commercial policy.

Exempts personal motor vehicle insurance policies from being required to cover transportation network activity unless expressly stated in the policy or an amendment.

Requires drivers to carry proof of insurance at all times while logged in or providing services and mandates cooperation between transportation network companies and insurers in accident investigations and information sharing.
