Appropriates $1,204,682,240 from the state general fund in fiscal year 2023-2024 to the Department of Education for teacher and staff salary increases.

Increases the base level funding to raise the average salary of teachers in Arizona to equal the median salary of public school teachers in the United States.

Raises the average pay of nonadministrative school staff who provide direct student services (including school counselors and librarians) by $4 per hour.

Exempts the appropriation from lapsing provisions and designates it as ongoing funding for future fiscal years.

Defines "teacher" to include all nonadministrative personnel who instruct students or support academic achievement, such as certified teachers, instructional coaches, and academic interventionists.
