Amends Arizona Revised Statutes section 15-2402 regarding Arizona Empowerment Scholarship Accounts (ESAs) to require the Department of Education to list monies transferred for qualified students as a separate line item in its budget estimate.

Requires the General Appropriations Act to list ESA monies for qualified students as defined in section 15-2401.01 as a separate line item in the Department's budget.

Maintains existing requirements that parents use ESA funds for eligible education expenses including tuition, textbooks, tutoring, curricula, postsecondary institution costs, and approved special education services.

Preserves accountability measures including annual renewal requirements, account closure after three years of non-renewal, and restrictions on how qualified schools may handle ESA monies.
