Requires early voting applications to include specific attestations about the voter's reason for voting early (absence from precinct, confinement, or being outside the state), with mail ballots available only to voters outside Arizona.

Changes early ballot deadlines and procedures, including requiring notarization of early ballot affidavits and moving vote counting to election day with results withheld until after 8:00 p.m.

Modifies military and overseas voter procedures to limit ballot transmission to mail and email only, removes fax and other electronic formats, and references updated federal statute citations (52 USC 20310).
