Establishes new qualifications for school district governing board members requiring at least four years of postsecondary education or relevant experience in areas such as school finance, budgets, property, student health and safety, student achievement, open meeting law, conflicts of interest, fiduciary responsibilities, or school district governance.

Requires each school district governing board member to complete either eight or more hours of professional development training or a professional development training workshop relating to school district governance, if offered by the superintendent of public instruction, county school superintendent, or school district superintendent.

Allows current governing board members serving on the effective date to continue until the end of their normal terms without meeting the new qualifications.

Repeals the new qualification requirements on December 31, 2027.
