Creates Arizona bicycling special plate fund to reimburse the initial $32,000 implementation fee, with up to 10% of annual deposits used for fund administration and remainder allocated to eligible 501(c)(3) organizations.

Restricts fund allocation to entities meeting specific criteria: producing bicycling events for community/charity/wellness, raising at least $101,000,000 for charities, existing for 38+ years, and holding the largest U.S. bicycling event on the Saturday before Thanksgiving with 6,000+ cyclists.

Updates Arizona Revised Statutes sections 28-6501, 28-6991, and 28-6993 to include new special plate fees and donations in relevant highway fund provisions.
