Amends Arizona water conservation plumbing requirements effective January 1, 2025 to require plumbing fixtures meet WaterSense program standards or equivalent criteria instead of specific flow rate specifications.

Expands the definition of "plumbing fixture" to include WaterSense-labeled fixtures and adds definitions for "WaterSense-labeled plumbing fixture" and "WaterSense program" referencing the EPA's WaterSense program.

Updates water-free urinal standards to reference ASME standard A112.19.19 (effective January 1, 2024) instead of older standards A112.19.2M-95 and ANSI Z124.9-94.

Removes the requirement that state buildings install water-free urinals if the director determines it is in the state's best interest, making the installation effort mandatory instead.

Allows the director to waive WaterSense requirements for historic fixtures by rule and clarifies that local ordinances cannot be less restrictive than state requirements.
