Amends section 43-409 to reduce the job creation withholdings clearing account from $21,500,000 in fiscal year 2018-2019 and $15,500,000 annually to $10,500,000 annually, with $10,000,000 allocated to the Arizona commerce authority fund and $500,000 to the Arizona competes fund.

Establishes the rural broadband accelerated match fund administered by the Arizona commerce authority to help political subdivisions meet matching requirements for the federal broadband equity, access and deployment program in fiscal year 2023-2024, with distributions split among large counties, small counties, large municipalities, and small municipalities.

Authorizes the Arizona commerce authority to award water infrastructure and commerce grant fund monies to eligible entities for projects beginning after January 1, 2023, with all monies to be allocated and distributed by December 31, 2025.

Creates the microbusiness loan fund administered by the office of economic opportunity to provide funding to community development financial institutions and nonprofit lenders that make loans up to $50,000 to microbusinesses in Arizona with five or fewer employees.

Requires annual reporting on broadband fund usage and interim reporting on microbusiness loan program details, including number of lenders, loans made, geographic distribution, and loan performance metrics.
