• Reduces the required state match for the financial aid trust fund from $2 per dollar raised through student registration fee surcharges to less than $2 for fiscal year 2023-2024.

• Authorizes the state treasurer to invest monies in the Arizona veterinary loan assistance fund and spouses of military veterans tuition scholarship fund, with investment earnings credited back to the funds for fiscal year 2023-2024 (retroactive to June 30, 2023 and repealing December 31, 2024).

• Establishes the spouses and dependents of law enforcement officers tuition scholarship fund providing tuition scholarships to eligible spouses and dependents under 27 years old to attend universities, community colleges, career technical education programs, or licensed private postsecondary institutions, limited to four academic years or eight semesters.

• Specifies that community college state aid for science, technology, engineering and mathematics and workforce programs, and operating state aid for fiscal year 2023-2024 shall be as specified in the general appropriations act.

• Directs the Arizona board of regents to distribute appropriated monies to the Arizona area health education system to support and expand primary care residency programs in community health centers, rural health clinics, and tribal health facilities, with up to $500,000 available for collaborative support.
