Allows counties with populations under 250,000 (per 2020 census) to use revenue from any source to meet county fiscal obligations in fiscal year 2023-2024, including special taxing district funds.

Limits counties to a maximum of $1,250,000 when using revenue sources for purposes other than their intended purpose.

Requires counties under 250,000 population to report to the joint legislative budget committee director by October 1, 2023 if they used alternative revenue sources.

Reporting must specify which revenue sources were used and the amounts intended for fiscal year 2023-2024 if alternative funding was necessary.
