Amends section 41-129, Arizona Revised Statutes, to require the Secretary of State to submit the election systems improvement fund expenditure plan summary to both the joint legislative budget committee and the governor's office of strategic planning and budgeting by December 31 each year.

Delays implementation of title 23, chapter 3, article 4, Arizona Revised Statutes (professional employer organization registration requirements) until June 30, 2024.

Makes the delayed implementation provision apply retroactively to June 30, 2023.

The election systems improvement fund continues to support implementation of the Help America Vote Act of 2002.
