Amends section 28-339 of Arizona Revised Statutes to modify eligibility and use of the State Match Advantage for Rural Transportation Fund.

Excludes counties with populations over one million persons from funding under the allocation for larger counties, and excludes municipalities in urbanized areas of such counties from their respective allocations.

Restricts the Department's use of its 20 percent fund allocation to projects located outside urbanized areas of counties with populations exceeding one million persons.

Maintains existing fund purposes: reimbursing up to 50 percent of federal grant application costs, serving as federal grant matches, and reimbursing design and engineering services that meet federal standards.

Preserves existing application, approval, and award processes through the Department and Board, including preference for applicants with higher matching funds or inter-entity partnerships.
