Urges Congress to ensure the United States Postal Service (USPS) remains an independent federal establishment and not be privatized.

Calls on Congress to reform the requirement that USPS prefund retiree health benefits and implement actuarial-based investment reforms for the retiree health fund.

Notes the USPS employs over 500,000 workers, is the nation's second-largest employer of veterans, and is self-sustaining without taxpayer funding.

Warns that privatizing USPS would jeopardize e-commerce, increase prices, reduce services particularly in rural areas, and damage critical infrastructure.

Directs Arizona's Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House, and all Arizona members of Congress.
