Urges the U.S. government to sell underused federal lands to state and local governments for residential housing development.

Requests Congress enact the "Helping Open Underutilized Space to Ensure Shelter Act" or similar legislation allowing the Secretary of the Interior to sell federal land parcels.

Proposes exempting federally protected lands such as national recreation areas, national monuments, and congressionally designated wilderness from any land sales program.

Notes that federal land ownership in Arizona, Nevada, Utah, and Wyoming significantly contributes to housing shortages and high home prices in western states.

Directs Arizona's Secretary of State to transmit copies of the memorial to the U.S. Secretary of the Interior, President of the Senate, Speaker of the House, and all Arizona Members of Congress.
