States that the Biden Administration has failed to enforce federal immigration laws, resulting in large numbers of illegal immigrants crossing the southern border.

References Congressman Andy Biggs' legislation that would empower states to bypass current federal open border policies and restore enforcement of immigration law.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President, President of the Senate, Speaker of the House, and all Arizona members of Congress.
