AZ HCR2005

Proposes to amend Article IX, Section 21 of the Arizona Constitution to eliminate expenditure limitations for school districts while retaining them for community college districts.

Removes subsections (2) and (3) that established aggregate expenditure limitations for all school districts and allowed the legislature to exceed those limitations by concurrent resolution with a two-thirds vote.

Repeals subsection (7) that required the legislature to establish individual expenditure limitations for each school district, effective for fiscal years beginning July 1, 1980.

Applies to fiscal years beginning after June 30, 2025.

Requires voter approval through a statewide general election ballot measure.
